I changed it back to 3, saved and reopened, and reset to 5, updated the TOC and checked the Show Levels again - this time it said 2! On the Paragraph window, consider changing any or all of these settings:.

You’ll need to experiment a bit with the paragraph and indentation settings to get them right for you. These instructions assume you are comfortable with modifying a style.
